Pittsburgh Parking and “The Pittsburgh Chair”

LOL, this is funny. Kevin Delaney, a famous voiceover expert, is in Pittsburgh holding a workshop for aspiring voiceover actors. During his visit,  he noticed something odd about the way Pittsburghers handle the parking situation. Delaney very observantly points out the mysterious “Pittsburgh chair”, along with the “backwards parking” phenomenon. As if the chair thing wasn’t embarrassing enough, he even found a chair with a rope tied to a garbage can – with a note! Can anyone tell where this video takes place?
